Ziggler. Sheamus is so protected that they're not going to have him lose the title in a legit match whether it's shady or not.
I know people are chomping at the bit for Barrett to get his hands on it but I'd like to see more of this new gimmick before pulling the trigger on a title run. People may not buy into it because it's unique (I know, terrible reason) and putting the belt on him when people don't care about him could hurt him. Example A: Jack Swagger.

Nobody cares about Del Rio and it didn't hurt him. The only thing getting in his way is the company itself.
Jack Swagger was never supposed to even get the belt in the first place. The only reason he won it was because it was the last Mania MITB and they wanted it on some jobber they didn't care about to get the reign over with immediately so the case wouldn't overlap with the MITB PPV cases. His booking both before he won the title and after proves that. Barrett has suffered long enough, if they don't make him a top guy soon he'll never get there (which is what the safe bet is on anyway).

There's a lot of guys that SHOULD beat Sheamus for the WHC, but there's no one that can beat him and make it look believable, aside from Orton who is leaving to shoot a movie.
I had a great idea for NOC where since the Brogue Kick was banned (and before it was reinstated sadly...) Del Rio would win with his armbar, and then after the match Sheamus would Brogue Kick him and Ziggler would cash in.
Ziggler is the only guy that should be battling for Sheamus' title, but theres no way anyone would believe Ziggler to beat Sheamus, even if he were to try and cash in, he'd get a Brogue kick out of nowhere, think back to MiTB.
