I think towards ANY wrestling fan, sure, there's a nice chance that he is more popular than John Cena, but outside of the wrestling business, when we start talking about Hollywood, and other media outlets, then it's entirely safe to say that John Cena is more popular. Why? It's simple. The WWE hasn't thrown Jeff Hardy into the market outside of the WWE business, unlike John Cena, who's been in movies, TV Shows, etc. Also, like some have mentioned, there's plenty of reasons why Jeff Hardy won't be the face of the WWE, and it's mostly due to his history, suspensions, and lack of mic skills.

I'm really into Jeff Hardy and his character at the moment, and at least he doesn't have the odd section of fans booing him, so possibly. But Hardy's popularity can still improve I think, he obviously appeals to the young fans and there may still be real fans [AKA adults] who haven't forgiven him for all the drugs and problems he's had that have been detrimental to his reputation.
