The U.S championship would be perfect for him without question. I would like to see him run with that belt to see how he does before forwarded to the world title.

As much as I love Finlay I don't think he should be WHC. Does he deserve it? Perhaps. He's certainly 'paid his dues' as the saying goes. But he isn't a big draw and when ratings are already falling the last thing they need to do is push an old guy whose leprechaun 'son' gets bigger pops than he does. As mentioned by a couple of people, US Title would be appropriate.

You're not alone. The IWC seems to think anyone who has solid/stand out ring skills deserves a push, proven evident with how many Benjamin, Haas and Gregory Helms marks there are. All 3 of them are incredibly generic and don't have much of a character to get them anywhere above the mid card. I'm not saying being a great wrestler is a bad thing, but in the WWE you need much much more than that.

Finlay is only over because the midget he protects. The fans don't pay to see Finlay, they pay to see Hornswaggle and I'd be willing to bet that if Hornswaggle stopped coming out with Finlay for at least a month, his reactions would weaken. As long as he's having useless little matches with the likes of Matt Striker it's all good. He's incredibly boring to get anywhere above that.
