He's still on Smackdown. It was a "Winner Leaves Town" match ergo Jericho won and is now on Smackdown. WWE did a shit job at explaining it so I don't blame you for not understanding.
Pretty sure Owens was already drafted to Smackdown and regardless whether he lost or won he would stay there. It was only Jericho's status that was up in the air.
KO is staying on Smackdown, Jericho is joining Smackdown since the title needs to stay on Smackdown. This was huge for Smackdown, getting undeniably the most entertaining superstar on RAW. There's absolutely no reason left for me or for anyone to watch RAW now.

They never said KO would go back to Raw. They're both on Smackdown now. If I had to guess Jericho will get written off TV tommorow or Tuesday but will return months later on Smackdown. I guess this was their way of getting another big name on SD.
Kayfabe though it makes Angle look like an idiot for agreeing to such a deal.
It is sad that Raw the "flagship" needs to cheat to win. Clearly Smackdown was extremely better, and now its the show where part timers going their time off like Cena and Jericho, cause clearly WWE doesn't fullfill them, and it ain't like they got the young bodies to do it 300 days a year.
I think Owens staying on Raw isn't a bad thing, and as much as Smackdown is good for building people, it still needs main eventers.
