Was never the Flagship show but for a good amount of years it had the better product. JBL's reign as champ > HHH's

Nah, Raw's always been the top show. Despite that, there have been years where Smackdown was more enjoyable to watch, like '03 and '09.

The Rock to Triple H back in 1999 :P You could argue that in 2003 Smackdown WAS the flagship show; it wasn't just a superior product compared to raw, it had Brock Lesnar, who was on the cover of that year's WWE game, Here comes the Pain (which was named after him) and his feud with Kurt Angle main evented Wrestlemania that year. Come to think of it, besides No Mercy, all the most important WWF/WWE games in 1999-2004 were part of the Smackdown game series (1/2/Shut Your Mouth/Just Bring it/Here Comes the Pain). The Raw games on Xbox were horrible in comparison. But 2003 was the only year when Smackdown truly was the flagship show of WWE.

What really killed Smackdown was moving to Friday nights. From 1999 to 2004, Raw pulled in better ratings but it wasn't by much. (about a .4 to .7 gap). During the NFL season Smackdown would even get better ratings then Raw for a couple of months. Once it started airing on Friday nights though ratings really took a dive. It was never the flagship show but there really was a period of time (mainly the Brock Lesnar era) where the ratings were equal and many fans preferred it. I know I did.

No. And it was never designed to be either. Raw is,was, and will always be the "A" show. A "B" show is needed for several reasons. And Smackdown is, was, and will always be the "B" show.

Never was, never is, never will be. Raw has always been the A-show despite WWE's many attempts to try and put SmackDown on par. But there's been many years where I was more entertained by the B-show, especially 2003 and 2009.

There were several points in time when it was better, but I wouldn't say it was ever bigger.
