Well, if I were booking this promotion, and I'm not, so you can disregard my logic, but personally, I would book the Cruiserweight title the same way that the UFC books divisions. All the divisions are equal, the hot division at the moment is just the one that has the biggest star or match in it at any given moment. The titles wouldn't be booked as status symbols where this belt is 1, this belt is 2, this belt is 3, but rather different classes of the same achievement. The Heavyweight title, the Cruiserweight title, the Tag Team titles, they'd have the same value, just under a different weight class or a different set of rules, but winning a title in any division would be the pinnacle. So under that system, a Cruiserweight could enter the Rumble and if he won, he'd get a shot at the Cruiserweight title, because it would be an equal to the heavyweight titles, as opposed to what it actually is which is a jobber belt.

I like that line of thinking. If the hottest feud just so happens to be, say Miz and Ambrose for the IC championship, then so be it; that's the main event of Wrestlemania (or any particular pay per view). I can definitely get on board with that.
Also, it would make sense that if a cruiserweight won the Rumble, then he would challenge the Cruiserweight champion for the cruiserweight championship at Wrestlemania, but that isn't the stipulation. WWE just completely disregards logic for the sake convenience. They want to showcase more cruiserweights at the pay per view, so they'll just throw them into the Rumble as a novelty with expressed intent that they have absolutely no chance to win so "what does it really matter?"
There isn't many spots left so I can only see 2 to 3 cruiserweights in the rumble. Neville and Swann have a match already so the only ones I can see added are Kendrick and Perkins. I bet the losers of the world title matches will be part of it. One or two returns like Balor. One surprise legend like they did with Bubba DDP and Nash last few years. Add some jobbers like Truth Goldust Breezango. Then a few NXT call ups like Joe and Tye. That doesn't leave much room left for CW.

I wouldn't mind seeing THE Brian Kendrick pull off a massive upset and win the Rumble. Unlike most(try ALL) of the cruiserweights, he seems to be the only one who can actually cut a decent promo and then some. And he's got some charisma as well. (his theme ain't bad either. )
Of course that's all fantasy but it's nice to fantasize.

Uhh...yes, because they're a different division entirely. In kayfabe, the WWE title is a heavyweight belt; if you compete in the cruiserweight division, it doesn't make sense that you would compete for the heavyweight belt. It's like complaining that Conor McGregor is not eligible for the UFC Heavyweight belt.
Anyone can fight or wrestle up a weight class. They can't wrestle for the Cruiserweight title if they are over 205. I expect that The Brian Kendrick will join the IC or US title picture, only obvious move if he is moved to Smackdown. Kendrick was brought in for stability and once the cruiserweights have balanced the talent, he will be going after other titles.
I don't want to see any cruiserweights in the match. There are now only 12 spots left.
1. Rusev
2. Sami Zayn
3. Luke Gallows
4. Karl Anderson
5. Big Cass
I think these guys need to be in there. Add in a few surprises like Samoa Joe, Owens (after he loses the title), Shelton Benjamin, Finn Balor, and Booker T, and that brings you up to 10 spots taken.
Basically, ain't no space for some damn cruiserweights.
James Ellsworth,Kane,Apollo Crews,Kalisto,Big Cass,Rusev & Sami Zayn are likely in the rumble. 18 confirmed + these 7 = 25 are in.
Joe and Balor its 27. Maybe they add Big Show and a tag team in to the match.
Because it's tradition to have fodder in the mix for the rumble although at this point the CW division needs all the help it can get and feeding those guys to anyone would look bad. Unless they plan on having Neville enter and last 20+ with a couple eliminations to look strong, any CW in the rumble is terrible. Hopefully they stick to guys like Bo Dallas as the quick eliminations.
We all know that. I'm talking about the kayfabe booking logic.
