Simple. The "creative team" doesn't know how to build number one contenders anymore. This is why strong midcard divisions are suppose to exist because it build a guy by being given strong matches and stories that can elevate him into the main event scene when ready. This whole "Ziggler constantly losing but 'surprises' everybody by cashing in successfully" is retarded now and completely makes the Money in the Bank concept look like shit. It worked for Edge because it fit his character at the time. It fit Punk the first time because it was a surprise to many that he cashed in successfully while his second cash in was an enhancement to him becoming a heel later in that year. These cash ins have to make sense and help the character grow. This will do neither for Ziggler and they have botched it already. It seems like they're building Big E moreso than Ziggler.
