It wasn´t because he was black.

1. He dont have IT for a wwe champ.
2. He´s rarely over with the crowd as both heel and face. It come a bit now when he was the whc champ, but before that nah.
3. He is not very talented in other areas other than being strong.
4. The competition have always been so much better: Goldberg, Bork Laser, Batista, HBK, Triple H, JBL, Cena etc.
5. Big Show is a far better big intimidating guy then Henry because Big Show have Charisma and can work that mic.

That's irrelevant

Like the others have stated, they tried several times with him but his push just didn't click until 2011 where he put out some of his best work as a heel, cutting brilliant promos and also putting on solid matches. Besides, he is already a former World champion after all.
