He has a solid look, solid mic skills & he's good in the ring
Also Cody Rhodes had everything going for him with that dashing/undashing character & his IC title run leading up to WM 28 where he showed he could hang on his own until WWE ruined him.

Cody is a total package, its not exactly a politically correct thing to do at the moment but I would compare him to Randy Orton, minus the overselling and awesome body language.
Cody can play a character if needed but he doesn't need a "character" a mere gimmick will do. He's direction-less at the moment, like most other people on the roster but I'm guaranteeing Cody Rhodes will be WWE Champion in 3-4 years...maybe sooner.
Here's why, he has talent. He can do anything he's asked to do. Cut promos? Check, good matches? Check, be humorous? Check, be serious and intense? Check. Only thing he hasn't done is come up with a corny catchphrase.
Cody has been in the 'E for awhile now, and he's gotten over every gimmick they've given him. Tag team with Holly? Yep, Legacy? Yep, "Dashing"? Yep, masked "dashing no more"? Yep, and now a mustache. Dude just gets everything over...most of these weren't even pushes but different dimensions to the same character. He is growing as a performer right in front of our eyes.

He doesn't, everything about him screams midcarder. It wouldn't be the worst thing in the world if he had a brief run with the World Heavyweight Championship ala Daniel Bryan, but under no circumstances should he be treated like a CM Punk, or a Sheamus or a Big Show. He looks like a midcarder, he talks like a midcarder, he wrestles like a midcarder.

-Has proven through countless taped promo segments that he has a versatile range when it comes to his character.
- He's got the kayfabe championship background to make him s worthy champion
- He has nothing left to do in the mid cards. Multiple time IC champion, multiple tim tag team champion. As of right now, he's just going around in circles.

Solid mat wrestling technique. Excellent at telling a story with his body. Nice physique, cute face. I like him best in tag teams -- but that doesn't mean I want him midcard 4 life. I just wish tag teams, as a whole, had a higher profile.

He deserves a shot at the very least. He's proven he understands how to play a character and connect with crowds and he delivers in-ring when given the opportunity. I'm not saying he would excel as a main eventer, but he's certainly proven he deserves the chance to at least try.

As of right now he isn't, but he's also 27 and has lots of room to grow.
Just because Vince forgot how to properly book gradual and sustained pushes (Swagger, Sheamus, Barrett), doesn't mean he won't get there eventually. Cena shitting on Dolph was just a further example of this. 7 years? So what? Bret Hart, HBK, Austin, Jericho, Edge, Eddie, all had to pay their dues in tag teams and undercards for years before finally getting the gold ring. Know what happened with them? They remained over their entire careers because they weren't handed everything on silver platter at a young age. People love to see hard work and dedication pay off for people who keep plugging and finally succeed. 95% of the audience don't shoot to the top of their company in the first couple years and they resent the illusion that people do.
Sheamus has been spoon fed the world already and he's not nearly as over as he should be for all the accomplishments he has. Del Rio is another example, given everything and the fans don't give a shit.

I don't think he should, midcarder for the majority of his career. He doesn't strike me as someone who could stay in that position forever, I wouldn't have a problem if it was only temporarily.
