He's a great wrestler and I always find him extremely entertaining. He's one of my favorite parts of Raw each week. That said, WWE jobs him out a heck of a lot, which is sort of understandable since he sells incredibly and can make anyone look good.
He seems to be getting a good build now, but it might just result in him being fed to Cena or something. It remains to be seen. Until he has a good title reign, I'd consider him a jobber, even if he is an upper mid card to main event jobber.
More like Billy Gunn. A career midcarder but with little to no charisma.

Ziggler's position in the company is of a upper mid-carder who can drift in and out of the main-event scene when needed. He'll never be a top guy like Cena or Punk, and he'll often lose to the top guys that WWE truly value, but at the very least he'll always remain a credible fixture of the midcard that can go from a midcard title feud to contender to a World Title when needed. He's similar to guys like Daniel Bryan in that regard.

Well I've heard he's got in trouble before for going off the script in promos. Not everyone has the freedom on the mic like a top guy like Cena or Punk would have, and I think a lot of talent just have to put up with what's written for them.

I'm fucking sick of this IWC nuthugging of Dolph Ziggler. Go on demand his push and watch him flop harder than Swagger as World champion. Ziggler is a career midcarder and there is not a fucking thing wrong with that back in the 80's and 90's it was seen as a huge success to break through into midcard and become IC champion. Not every fucking IWC favorite have to be World champion just be happy he is showcased better than 85% of the roster.

That's the sad thing about the current state of wrestling. We live in a world where creative tries to get wrestlers over by throwing world titles on them immediately, which is the complete wrong way to go about it. When the world title gets devalued like that, midcard titles go straight to hell. These days, the mindset is pretty much "either you're a former world champ, or you're a loser." Some (kayfabe) perspective: Ezekiel Jackson (technically) and Jack Swagger are former world champions. The fuck does a guy look like if he can't accomplish what those guys did?

If you're asking whether WWE considers Dolph Ziggler a jobber to help their A-listers look good, then yes, he is.
But it's clear that the company is starting to see as Ziggler a credible talent to be utilised in the very near future.
The man sizzles on the mic, he's absolutely spectacular in the ring — whether he's taking bumps or giving them — and he oozes personality while many of his contemporaries appear to be having trouble truly popping out of the TV screen.
Im just gonna say something has to happen really soon for Dolph or WWE has blew it again. TLC victory would be awesome but....
So for now his a glorified jobber, might change though
What? He has a great chance of winning, what use would Cena have for the Smackdown briefcase or the World Heavyweight Championship? none, he is massively above both. Ziggler wins, probably via AJ accidently on purpose screwing Cena, and goes on to lose the Title either in the Chamber or in the opener at Wrestlemania.
