The focus of the PPV will be one Cena and Ryback's matches anyway, and on the probable finale of Show/Sheamus. So WWE can basically just put anyone in a match with Punk as a filler, have Punk win and look strong going into his feud with the Rock.
My first thought was Kofi since he's pretty good in ladder matches and losing in a WWE title match would actually benefit him, but I'm not sure WWE would be comfortable with Punk-Kofi as a title match even on a B pay-per-view. The Miz could work, but Punk faced him at TLC last year and it'd be really rushing his face turn/push. I don't know why anyone would want to see Mick Foley try to work a TLC, but I guess that's also an option.
WWE has a serious lack of midcard faces, it's pretty ridiculous
