I don't think he gassed out. He couldn't lift Paul, but right after lifted Punk like he was nothing. It might be the move that gives him and his opponents problems. And it also didn't look like Paul sandbagged him.

He had no issue at the very end, Getting punk into the move for a second time. Again, it comes down to other person as much as it does himself.

Which is why he should get a move that suits him better. Ryback will face big opponents in longer matches in the future, and the risk is that both will get tired, which surely will increase the risk of the move not going well. If anything in your arsenal should look flawless it's your finisher. The Shellshock just doesn't seem like a smart choice for Ryback as there should be plenty of other moves that look at least as tough but are easier for him to do.
There is a difference between gym strength and "functional" strength as well though. If you face a strong amateur wrestler you can even actively resist but still be taken for a ride if he has a hold locked in.
