Here's how I'm looking at it. Yes he's getting a push, but he's not getting the push that he was originally going to get. Remember he was groomed to be the guy to win MITB this year.

Concerning Triple H and politics
WWE is here to entertain the viewers, not bring in debate. You all are sounding like cry babys this is entertainment. Let the Politics of the buisness be left in the backfield. WWE is not a democratic buisness eaither. Fans cant elect annybody to run this buisness. I think IC title scene is good enough for him now.
A Jericho/Hardy feud has potential to be brilliant, edge of the seat type stuff.
Because atm they're just milking this Y2J/HBK feud. It's starting to get really boring.
Upon his return, it was amusing that nobody seemed to realise who it was at first... a group erupted in screams & then people started to catch on, & when he came out the whole place was standing up (or so it appeared).
Quite a good return!
Quite a slap in the face of people who were condemning him to job to Snitsky on HEAT

I'm kinda disapointed to be honest...he's back and it's as if not a day went by, back to apparently same ol', same ol' after the IC title.
Here's what i would've done:
He comes back, gets a match, nothing too tough, and goes over without a problem. Infact, they could do it with Umaga.
After the match, he cuts an intense promo, how the ladder match is his match, and if he was in it at Mania he'd win the briefcase.
Say he missed that match because he made a mistake, but now he's back and will regain everything he lost.
Look straight at the cam: "CM Punk, i'm coming for my briefcase!"
From there, Punk is being a sport at first, giving him a shot, but then turns heel on him, going all WrestleRave '03 on his ass, cutting Straight Edge promos about how Hardy tossed away everything he won in the ring because of what he did.
Queue three months of matches at PPVs. Singles -> Cage -> Ladder. Punk retains, but Hardy has gained his respect and Punk is now face again (or remains heel, depending on how you want to handle the MitB and who's champ at the time), while the matches elevate Hardy back to where he was to everyone's eyes.
Shit writes itself to be honest. Hardy pretty much aknowledged the suspension with his promo, so why not go a step further and book a brilliant feud?
They can still do it, and the fact that they kept Punk in limbo for a while tells me they might still do it, if not with the Straight Edge bit in it.
We'll see...

I think your'll find the main reasons were Steve Austin, The Rock, & the Mr McMahon character.
Accept facts Shawn Michaels is not a Huge draw, and he is one of my all time favourites
Shawn Michaels is at his strongest drawing in the undercard matches.

Michaels was a shit draw in '96-'98. However, since returning in '02, he's been one of the biggest and most consistent draws the WWE has had in that time period.

Im glad Hardy came back and I was super psyched last night. His promo was pretty decent for how short it was and it was nice to fess up to his mistake. I would love to see him return to the Main Event scene but not right now. I would like to see some smaller programs then get in to a program with Jericho sometime in the next few months. By the year's end I could see him moving back up. Good to have such a big face back on Raw again.
