Because most of these lists are mainstream lists and Jay's incredibly popular worldwide in the mainstream for a rapper. Only other rappers who come close to being able to put out great tracks over an extended period of time that can have success mainstream that I can think of are Em and Ye.
Reasonable Doubt, Blueprint and Black Album are all considered classics and even after them he's still having massive radio hits like Empire State. Don't see how anyone be called "overrated" with that type of discography and global success.
This, I guess. I don't know who is THE best, but personally, Lupe is my number 1 fave rapper.

I got no problem with that. Music is subjective. But most folks who discuss hip-hop seemed to have already came to a consensus that no Eminem album is touching Jay-Z's top three albums, much less The Blueprint.

never really was a fan, always thought he was overrated, im a fan of many ranging from nas, to biggie, pac, eminem, but i do have a soft spot for gangsta rap, because i lived through most stuff and know what there talking about. of course people are going to go crazy for me saying this but im a fan of lil wayne, i think that he can really rap and if he gets his head back into his music, he would be even better considering he make better music, but his lyrics have really took a 180 IMO. say what you want about the guy, but he can rap.
