When it comes to guys like Drake & Lil Wayne they can be good on their day. Especially Drake but problem is most of the mainstream stuff is dumbed day way to much to appeal to the mainstream audience. Which ultimately is what they are judged on. For the most part there are much worst artist around than them that thankfully don't get as much airtime.
Jay-Z's first album shits on anything Snoop, Tupac, or Biggie Smalls ever did. He has fallen off quite a bit as of recent but he's definitely still better than Snoop at any point in his career.

With that said, Reasonable Doubt is a classic. My problem with Jay is that he's too one-dimensional. He just talks about himself and although he can get some good beats to back him up, a lot of the time, they can become generic Jay-Z braggadocio songs, like a few songs from The Blueprint which is why I don't consider it a classic. "All I Need", "U Don't Know", "Hola Hovito", "The Ruler's Back" don't really feel that different to me.
And for all the "Jay has never had a bad album" comments, I think Vol 2 and Vol 3 suck. Poppy and annoying as fuck for most of it. I also don't like Kingdom Come or The Blueprint 3.
