After 5 warnings/infractions, a permanent ban could be in question. It depends on the type of warnings though. Different situations calls for different actions.

I'd say it's gotten stagnant like TNA but not worse. Most of those TNA "regulars" you mentioned were generally whiteknights overeager to pump up anything TNA did as great and try to mock anyone who disagreed, and it's better off without them. And all the level-headed guys like M.S.I.I. or Taroostyles left because they're bored with it right now.
