I don't doubt that it could be exactly what you are saying. I don't doubt just about anything these days. However, I was at a Halloween Party the other night and there was a girl that looked 13, with a guy that looked closer to 30, drinking and stuff. But she was of age and just really short and young looking for her age.
And most people know this "youngster."

Are you sure that the male was 16? But yeah, sometimes age can be deceiving, I have a friend who is 22, but looks 30-ish, and a 18 year old friend who looks 15
