1) You do not need an inside contact at ROH or another indy promotion nor do you require a law or business degree to figure out that the WWE CANNOT expel competitors from offering events from private venues. All you need is common sense. If the indy promotions believe they will earn enough money to constitute operating an event they will indeed operate it, just not at a city owned venue.
I work in the soccer field and one similarity I can tell you that is similar is FIFA's contract with host nations for the World Cup which requires no major sporting events to be held in the country during the same time as the World Cup. That is a national law that is created specifically for the event by a national government.
2) After attending numerous wrestling and tourist events in New Orleans earlier this year (DG USA, ROH, Kaiju, WM, RAW) I wish that WM was held in NOLA every year. It was a ridiculously fun time with everything in close proximity of each other (minus ROH which was a $80 cab ride RT from the French Quarter). Centralizing fans is good for business and offers a true wrestling culture for fans to thoroughly enjoy. Running into fans from around the world at every corner was simply phenomenal. You will not get the same experience in the Bay Area, Dallas, NYC, Miami, or in my home city of Toronto. NOLA was truly something special.
3) Personally, if there were no indy shows at WM in 2015, me and my amazingly fun and hot girlfriend who actually enjoys wrestling (a rarity I know) would likely not go. The full WM weekend experience now must INCLUDE the indy and alternate wrestling events ie Wrestlecon. She loves Kaiju and I love ROH and DG. Presuming we still went without any indy shows, there is no way I would pay for Axxess or the HOF given the cost/value proposition.
