It is legal as long as the city's government/commissions agree to it. Indy events are likely to be in SF, OAK, Napa, Berkeley, etc. to avoid the WWE crackdown on the southern region of the Bay Area.

Or you might take the view that these small promotions are a breeding ground for future talent and that the boost they recieve during Wrestlemania week helps to keep them solvent while, at the same time exposing some of the top indy stars to a mainstream audience, and that, in the long run, is better for business.

Surely the Indy shows near WM gives their talent scouts a better opportunity to take in a number of shows to see if there's anyone there that can make the grade for them. If I was to go to WM I'd probably want to take in an ROH show myself so it would be disappointing for me as a wrestling fan.

I don't know if it actually does take away business from WWE. Had there been no indy wrestling in New Orleans at all I don't think I would have spent a dime more on WWE. I would have spent a lot more time drinking in the French Quarter but I wouldn't have just decided to go to Axxess instead. Axxess doesn't interest me at all, Hall of Fame doesn't interest me at all, taking away things that I like won't make me decide to go things I don't want to go to. If anything it's more likely to make me just want to stay home.

yeah, hated their venue watching on iPPV. Didn't show the seats once. Looked like there was only the 100 people around the ring as the only fans there. Looked horrible.

Indys wrestlers are just not interested with TNA anymore...

just look at Eddie Edwards and Douchebag Richards, they did almsot everything in the indys and have a nice run in Japan, WWE did not hire them and now they on TNA

Pretty much the same for A Double because for whatever reason WWE never was interested

No its not legal. A city can't stop a business from making money and give another company a temporary monopoly. The only thing Santa Clara can do is restrict the WWE from running in buildings it owns. And what ever Management company that runs levi stadium will probably agree to the demands but that all.

First I really doubt the WWE is doing this.
Second its not enforceable and no one is going to break the law for the WWE.
A city can't dictate to a private business who they can or can't rent a facility to on a specific day.

If Vince is really limiting Commerce he just kissed his Wife's Congressional career goodbye.
