Is it Triple H?

I believe the head booker is Dusty Rhodes, he and about like 3 writers I believe work on each show, Triple H has final say on everything but he mostly just lets the writers and Dusty do what needs to be done.

The NXT writers are also "hollywood writers". One of the guys who wrote NXT used to work with Rachel Ray and the food network if I'm not mistaken. The writers are not the issue here because most of them aren't stupid and booking a wrestling show is not that difficult. The problem is everything going through Vince and Vince has a very specific vision of what he wants his show to be and he changes that vision every two hours.

NXT is currently booked by Ryan Ward, Dusty Rhodes and overseen by Triple H.

Agreed, Vince is the issue on the main roster side. Pro Wrestling is pretty simple to write, and NXT keeps it basic and effective. Not "basic" in terms of appealing to the lowest common denominator, but it follows basic rules of story telling RAW and Smackdown seem to just forget -- which I'm sure is due to the constant re-writes on a whim by Vince. Plot details are bound to get lost after doing a script over again about 3 times.

Either way, there's a stark difference between NXT and the main shows that noticeable to even a blind monkey. Sooner rather than later, the boys in the back as well as the fans will demand better creative out of the bigger shows. You can't give us shit when elsewhere in the same company, you give us a much better and compelling product. It's not like we're comparing ROH vs WWE or TNA vs WWE. This is WWE vs WWE, so it's a problem that can be fixed. Which probably makes this even more frustrating.

I've heard the name Ryan Ward thrown around a lot.

If Dusty is truly responsible for booking the shows, then that's very surprising since it's completely different from how he used to book. Maybe all of the criticism he caught for stuff like The Shockmaster and the Oz over the years has forced him to change his ways.

I doubt Triple H has ever worked as a booker/writer but I reckon he has a Vince role in NXT, in over-seeing things and making adjustments to what's allowed to take place.

Only three people handle creative. Ryan Ward is the sole writer, he writes all the shows and specials, hands off the scripts to Dusty Rhodes, the booker, (who would have given Ward the direction) for tweaking, then lastly it's handed up to HHH for his final approval as head of the show.

HHH doesn't appear to demand much in the way of rewrites, only in tweaks.

The booking on NXT is nothing special, they just let the wrestlers go out and do their thing, let the storylines play out with no agendas or burials and if something isn't working then change it up. Compare that to the main roster where they have guys like Ambrose being handed scripted promos by 26 different writers who all have different ideas, Kevin Dunn massively overproducing everything and intentionally making certain people look bad, Vince constantly demanding rewrites and guys like Cena who are forever being forcibly pushed at the expense of everyone else. The last point is especially pertinent, even during Neville's massively dominant year-long reign he never buried anyone. There is no 'glass ceiling' on NXT.
