Yes. Because the previous Republican regime had overseen a recession that put millions of Americans out of jobs, and those people needed to FEED THEMSELVES.
There's something really wrong when you can seriously claim that people who have been FUCKED by the government's mistakes shouldn't be helped by the government. Essentially, welfare was little more than a compensatory measure.
Besides, you never hear a Republican moan about welfare when they're cashing the cheques, do you?

As for this, so, all the teaching bestowed upon her will still be in her memory bank, and eventually, she will land a gig. Would she be required to pay back the college when that in fact happens?
I mean shit...it's one thing if you paid all that money and got nothing in return. But, she went to the classes, and evidently was taught properly enough to pass and get her degree. Seems to me they lived up to their end of the bargain. As for getting her a job...they're not REQUIRED to get her a job. Help her find work, offer suggestions, etc...sure. But if she was expecting to walk outta the auditorium and straight into an office, one has to wonder, just what the fuck was the curicular at that college? Finger painting and how to make a bologna and cheese?

Maybe so, but it was created because there WERE NO JOBS FOR PEOPLE TO GET.
The Welfare system was created by FDR because people were struggling to support themselves and their families, much less find jobs, in the era immediately following the Great Depression.
One in Four Americans were out of work and, in an attempt to counter-balance that (In typical Republican fashion) Hoover deported over half a million Mexicans and Mexican-Americans back to Mexico (Including many Mexican-Americans whose families had inhabited Texas since it was still part of Mexico) but still unemployment rose, because Hoover was chronically incapable of managing the economy. Worse still, because he and the Treasury secretary, Andrew Mellon, made such a hash of things an created a huge Federal budget deficit, he decided to fill the gaps by raising taxes, meaning Americans who were already struggling to feed themselves on what little income they did have now had much less of an income. Income tax rose from 25% to 63% - one of the largest raises in history - leaving many people literally to starve, because the tax rise mainly affected the poor.
Unsurprisingly, the American people voted for a Democrat next time and FDR did everything in his power to fix the damage that fuckwits like Mellon and Hoover had caused. This included the NEED to create a welfare state to stop MILLIONS of people from starving.
Unfortunately, the Republicans only care about the rich anyway, which is why you see it as such a bad idea. It's also why Republican is just a long form way of spelling Moron.

Yea, Obama is really helping out the poor. I didn't know earmarking a shit load of cash for your chronies was the poor.
