I take everything into account. Singing, performance, musicianship, impact and influence. I think Dylan has overall surpassed him. Not by much, but has nonetheless.

Speaking of GNR, I think this would be a unpopular opinion, but I'm not a huge fan of November Rain. it just did not captivate me as much as the general public feels about it.
