I'm more inclined to disagree with that statement. Sure, it is slightly better than "All Hope is Gone" but I still think after "Iowa" they only made some good songs here and there in Vol 3 but nothing really special.

When I heard the album for the first time I felt it had a lack of creativity, the drum sound is so generic and some songs were a bit longer which made me feel boring and wishing to skip to another song. The only two songs that stuck in my mind were Killpop and Nomadic.

My overall impression is: it was a decent effort they made after All hope is gone but there's nothing remarkable that could lead me to listen that album again. Of course this is just my opinion but I think is false.
