The fact is the shepherd(SHEPARD)-to-sheep disparity is wide. So for a pack of wolves (MAFIA), or a mountain lion (SK), it's in their best interest to take out the shepherds early on before they can put together the clues and patterns to detect who the wolves are. The sheep aren't going to figure it out, their only real hope are the shepherds (or ROLE INFO!!~~, but even good scum players can tapdance their way out of that). Of course not everyone plays this way as scum (Magic doesn't, there've been minis where I was mafia and just wanted to kill inactives cause I didn't want a dead thread), but it's perfectly viable and understandable to play that way.
So even if the shepherds are pretending to be sheep, they're still going to be killed, because they are who they are, and they possess the dedication or mental faculties to piece it all together and make rational arguments when the time is right. So even if they aren't going HAM or whatever, it's still in scum's best interest to take them out and lower the overall dedication/intelligence of town. Exceptions being outed town power roles, but even a fool with a power role can be manipulated by good scum players into using it poorly. A good player with a weak role is often more effective than a bad player with a strong role.
