I think it's absolutely horseshit that you are not gonna let him mod a game because of his actual skills in the games themselves. I know jack shit about mafia games but yet I hosted a perfectly fine mafia game. Who are you to not let him host a game? Unless he's causing a ruckus or making ridiculous decisions in his games, then close up his game, and ban him from hosting a game in the section for a while. You can't tell someone "you can't host a game because of your actual abilities to play" when the guy never hosted a game in his life.
