That's not really glowing tbh. What I'd do is play around with some setting in the "Dodge" tool. Can't remember which ones, but there's a dropdown menu that allows you to choose from 3. Play around with those.

^Sorry for being vague. I used a brush and then applied the Gaussian Blur on it. I increased it to a certain amount of pixels. Thanks for pointing out the dodge tool though. Would help immensely.


I mean glowing effects like the one in this sig pic. If it's not called glowing effects, feel free to tell me.

Thats the Smudge tool, and some Pen tool work with Blending options.
