If you mean you want to take out pieces of the picture like a blemish, the Clone Stamp Tool is what you want. You hold down Alt, select the piece you want to put over the part you want to take out, then clone it up.

Just select the layer with the text and magic wand. You'll also want to zoom in and select the holes in the middle of letters, too, though. If the letters are connected, sometimes it's a better idea to just magic wand, select the letters (and if they're connected, you'll get a few at a time) and then select inverse to get the rest of the canvas selected.
