I've downloaded some brushes from a Website, but I'm having trouble making them available to use. How do I do this?

Copy them into your Photoshop brushes folder (Program Files>Adobe>Photoshop>Presets>Brushes)

Then, in the brush menu click the right arrow drop down and go to load brushes.

You want to put them in the brushes folder within the Photoshop folder in program files. If you can't find the folder search for "*.abr" and that should give you the location fairly easily.

Once you have them moved there restart photoshop.

I don't know where you've looked so far, but check out italianpsd.net (if its working), psd-host.com and psd-dreams.com. Also there's a site called (I think) tnawrestlingpics.com which may have something. Or look around and see if there's any Eric Young fansites.
