I think that, with an injury and an upcoming surgery at the time of the interview, The Rock was obviously (and still is) uncertain. I think a lot of it depends on how he recovers and whether or not his schedule lines up for next year.
He's already done what he wanted to do when he came back (the 2-year program with Cena), so everything at this point is up in the air.
Personally, I think Brock is better served in a WrestleMania match with CM Punk anyway (assuming Rock and Austin are both not doing WM30), so I wouldn't mind if Rock took a year off, but WM30 is a landmark WrestleMania, so they'll probably try to get all of the big guns on the show.
