On paper, I'd argue that he is. When you consider his longevity, popularity, athleticism for his size, the streak and his ability to adapt by completely owning two contrasting gimmicks (the deadmean and bad ass biker), surely there's nobody better?
I think what puts him behind Rock and Austin is that they've related to the crowd for virtually their entire career. They're charismatic, shit stirring guys who stick their fingers up to the rules. The fans can relate to that more than someone who plays a unique gimmick role like 'the deadman'.
