#2 isn't even up for debate.

1.Cena (as you've already mentioned)
2.Punk
3.Sheamus/Del Rio

Although I'd still say #3 is Sheamus, there is an argument to be made for Del Rio. #2 is Punk, hands down. It's not an opinion at this point. He could lose momentum, and he's still #2. He's out there maineventing with The Rock and feuding with Cena. Yeah, after losing the belt he's gone down a couple of pegs, but he is still the #2 guy on Raw. Even if he wasn't, what made you think it'd be Orton? The guy does nothing but have meaningless matches in the middle of the card. The guy is behind Sheamus, Del Rio, and Ryback at the moment.

Punk would be #2 and #3? Probably Sheamus or Del Rio at this point.

Cena is top dog with Punk being behind him and Orton can easily come in and take whoever is holding the number 2 or 3 spot.

Punk just fought the Rock twice and was pushed to be the face of their lastest video. He is also pushing to bringing in new talent. I don't see sheamus doing that nor do I see sheamus starting great angle thathgarners media attention and makes the crowd hot.

In my view its Cena, Punk, Orton.

Sheamus has a long way to go before he becomes number 2 guy, he may be the 2nd biggest babyface, but Ryback has taken that off him too and in due time become the top dog, even though I am not looking forward to it.
