Shawn's promo was better imo. While I guess you could call both of them cheap heat, Shawn just worked the crowd so much better. He just walked in there knowing the majority of people there would like to see him dead, a big smile on his face and just fucked with everybody as much as he could.
The Rock was never really ever able to work the crowd properly, he was booed as a face and cheered as a heel, he had no semblance of control ever.

Both are very incredible. HBK already had the heat on him from the get-go, though. So he had it easier but I still loved the way he trolled the crowd with the Bret Hart tease. ROCK is simply a master of crowd manipulating and few promos display this as well as his work in 2003, the Toronto promo specially!
I took the easy route by picking "both are equal".
