I think a great idea would be to hold a few tournomenets at different points in the year in different parts of the world. With different themes to the tournoments. The WWE could put these on IPPV and give the American TV audience a new look at some different talent.
The 3 tournoments I would hold would be take offs of WCW Tag Title Tournoments
1. Pat O'Connor Memorial International Cup (Where teams from different countries can compete)
2. The Crockett Cup which I would rename the Road Warrior Cup after the initial winners - For the best Tag Teams in the World.
3. The Leathal Lottery Tag Team Tournoment - 8 establish teams enter and they face off against 8 teams teams picked at random. This way old teams can be reunited like JeriShow and rivals like Roman Reigns and Randy Orton could be on the same team.
For the Pat O'Connor Memorial International Cup (I put a bunch of Teams together - I'd hold the 1st (technically second tournoment in England).

Team Wales: Ryan & Reed
Team UK: McIntyre & Barrett
Team India: Khali & Mahal
Team England: British Ambition - Neville & Grey

Team Mexico: Del Rio & Montenegro
Team South Africa: Kruger & Gaberial
Team USA: Jack Swagger & Mark Henry
Team Russia: Vladimir Koslov & Alexi Kosvol
Team Puerto Rico: The Colons
Team Quebeec: LA Resistance
Team Canada: DH Smith & Ted Hart
Team Ireland: Sheamus & Finley
Team Italy - Santino & Giuseppe Danza
Team Switzerland - Cesaro & Ares
Team UK - The Hooligans
Team Germany - Alex Wright & Ulf Herman

Or...they could stop being lazy, incompetent jackasses and make proper tag teams instead of clubbing together two random faces/heels and then having them split up a few months later. It's not difficult, but WWE just doesn't give a damn about tag teams at the moment.
I dont think its that their lazy. I think VKM feels he wasted years of Bret Hart & HBK in the Hart Foundation & Rockers.
So when he see's a team with someone who could be a breakout star (Shad Gaspard, Dudleys, Billy Gunn, Miz & Morosin, Tyson Kidd, Titus O'neal) he tries to break up the team ASAP. Even though they'd be better served sticking together for a while.

I think a good way to improve the division would be to have televised tag team matches and angles which flesh out the characters of the tag teams and make them a prominent aspect of the program similar to E&C, Dudleyz, Hardys, APA, T&A, RTC, etc. were in 2000. you might say "lolol comparing today's teams to then" but in actuality it is an apt comparison. those guys were just midcarders and in the case of T&A and RTC downright jobbers who actually became a part of PPV feuds consistently throughout the year.

Push the Primetime Players into a feud with Funk Train, get the Usos some screen time and set up a serious of contendership matches between the Usos, the Colons, Funk Train and the Players. Have Hell No get a win at Wrestlemania. During this build up period, WWE should reunite Hawkins and Ryder and Kofi and Truth and for the tag team of McGillicutty and DiBiase Jr as the Fortunate Sons.
After Wrestlemania have the Shield win the titles and then pit them against Kofi and Truth, Hawkins and Ryder and the Fortunate Sons. Three talented face teams, each with the ability to carry the division, and a powerhouse heel team who can hold the titles with the Freebird Rule. WWE can bring up the Wyatt Family and British Ambition later on in the year.
Honestly, all WWE needs to do is make the three teams I mentioned and give their teams two-three matches a week. They have enough TV time for it. Consistent booking and feuds between certain teams is all they need. Hell, have a tag team specialist like Christian host a monthly Peep Show where he hosts different tag teams and helps facilitate feuds.
