The sad thing is, there are a bunch of talented guys on the list here that never (or barely) get used. A lot of them have been miscast too & never really found their niche... the Prime Time Players are a great example of two guys who weren't doing anything until they started teaming & they at least have been featured on the main shows since. I think a number of the guys listed would make decent tag teams - and after the inevitable break-ups of Team Hell No & Team Rhodes Scholars the division could use some depth.
Epico & Primo - these two can go in the ring, versatile team that can be good or bad guys
Jimmy & Jey Uso - another solid team, just give them some screen time
Derrick Bateman & Jack Swagger - The USA Guys - two goofballs who love chicks & America
Michael McGillicutty & Ted DiBiase - The Fortunate Sons - famous wrestling fathers, writes itself; just let McGillicutty use the Hennig name already
Yoshi Tatsu & Sakamoto - The New Orient Express - call Sakamoto back up, give these guys a manager & you could have an exciting Japanese tag team
As for the others:
Alex Riley - like others have said, he could be a player for WWE if he got another chance
Hunico - he'll be out for a while with his ACL injury, but I'd put him back under a mask when he returns
Curt Hawkins - just returning from injury; he's really good all around, could be a great midcarder or tag team guy (he's proved it many times over - with Ryder, Vance Archer & Tyler Reks)
Percy Watson - he'd fit right in with the Prime Time Players, let them use the Freebird rule; you could even feud PTP against 3MB in this scenario
Evan Bourne - another guy who's probably better suited for a tag team, maybe since Kidd is out you team him with Justin Gabriel as the token high flyers; or you could go in a different direction & pair him with a big guy like Ezekiel Jackson or Mason Ryan, let Bourne be a prick who bosses them around (think Spike Dudley as 'the Boss')
I think Camacho, JTG & Tensai have the least amount of value to the company on this list & don't have much upward potential at this point. Camacho hasn't shown much at all since he's been on television, JTG hasn't had a direction in years, & Tensai has flopped big time unfortunately.
