WWE Studios has overall failed to turn a profit since becoming an independent full fledged production, they can't afford to pay the Rock for a movie that will statistically fail. They can afford to pay Rocky large sums of money for his wrestling periods because they know they can count on him turning a profit in that category. The Rock obviously still holds love for wrestling and the industry, but he's also a businessman.
It makes sense for him to make appearances in between filming schedules in order to make some money in his downtime, but to dedicate himself a film role with WWE Studios would effectively be tossing millions out the window. The guy is on fire and is one of the most in demand actors in Hollywood today. He wouldn't even need an agent if he didn't want one, he could just sit on his butt and somebody is going to call him for a movie deal that pays multitudes more than what WWE would even without negotiations.
If The Rock were absolutely dedicated to the company, he would do it, but I think he views this as more a hobby than anything. He gets a chance to live out the old days every now and then when he feels like it.
