In order to get WWE Movies to the quality level that the Rock would be satisfied, he's have to used his pull to get them to hire a better director, better co-stars, better writers, a better film crew and better distribution... he'd probably be better getting them to hide the fact that it's made by the WWE until WWE films have a better record of films on their books.
...so he can either change everything about WWE or he can just make films with a better company.

He'd be in the Mr. Nanny remake before getting into a WWE film that'll only air in selected theaters and on DVD two days later... Unless it's another documentary.

The Rock is working non-stop, doing blockbuster after blockbuster, grossing Billions of dollars overall in his career. Top 4 highest paid actor in Hollywood, one of the biggest, if not THE biggest action star in the world today and according to Forbes - MAKING $22.70 for every $1 paid. And you want him to work for a studio that even with the highest budget can't afford him? Let alone has enough credibility for Rock to appear on? Not happening as it will be a career killer and Rock is way too smart and successful to do it.

Because WWE Studios is a joke. In every way possible.
Rock's already way past that level and was for years before he returned to WWE. He was bigger than WWE Studios before it even existed and he was simply "The Rock, WWE Superstar".
He's a household name and one of the highest paid movie stars in the business. Why would he waste time making a straight to DVD movie that only wrestling fans will buy when he's getting offers from the big studios, much better stories to tell and getting the chance to work with other big name actors?
As for why he doesn't work more matches? Because he doesn't have to and he's one of the busiest people in the world.

Because WWE Studios suck... He'd rather be a bigger star and make movies in Hollywood and make a lot more money.. I'm sure The Rock is happy with his current schedule in Hollywood and WWE.

cause that will scar his hollywood career and ruin everything he worked for to achieve his status, it's not smart and not worth it
