No, they're saying his Rumble/title win was, and it was. Rey just happened to do it right after Eddie died, not to mention he looked up and said Eddie's name all the time and the commentators mentioned Eddie several times, it was so obvious they were using Eddie to push Rey at the time.

I think Rey Mysterio would've eventually become World Champion even if Eddie had survived, maybe even at Wrestlemania. However, the storyline and Rey's character at this time were just....unbearable.
For the record, I think Rey is one of the all-time greats and absolutely deserved a World Title run.

I went into a wrestling coma after the invasion storyline and didn't return until the 2007 Royal Rumble, it was literally the first thing I remember watching. It didn't surprise me that guys like Edge and Rey Mysterio had became world champions in the time I was gone. Rey had been massively over before he even came to WWE, and was was the premiere crusierweight in WCW. Ultimately, I was more surprised Eddie had become a WWE Champion and Hall of Famer. Again, I had missed out pretty much all of my teenage years and Eddie had just been a mid-card heel, and before understanding heels and faces, I genuinely didn't like Eddie. That aside, I don't mind Rey getting a world title reign and a super push. What did bother my was the complete mismanagement of the dream card WM22 was rumored to be. By all accounts, Eddie would've won the world title as Batista took a break and geared up towards a heel vs a face HBK, not for a belt, I believe he would've lost it by then. With Eddie dead, his spot had to have been given to someone else, and Batista missed that year's 'Mania. I don't understand why Randy, who was booked as a title contender, couldn't have won the belt and faced Rey, while Taker and Angle put on a classic. I think the problem came with Orton not getting built up as a title holder quick enough, WWE wanting to push Mark Henry as the heel he finally ended up being in 2011, and Undertaker wanting Angle to break the streak.

Then not long after they pushed Angle as a face, kind of, so they kinda split it to those two.
I have my own thoughts about it too, but Chavo, the guy who was originally given Eddie's position, respectfully declined, so Mysterio was given it. Chavo would NOT be friends with Rey if he took it in a disrespectful manner, so as far as we know Eddie could have told Rey that he thinks he's better than the low-card, etc, etc, and they may have thought "Eddie would've wanted it this way."

I'm pretty sure WWE chose Rey over Chavo, not because Chavo declined but because Chavo, while always a "good hand" has never drawn a dime, meanwhile Rey Mysterio has always been one of the biggest movers of merchandise.

The whole Rey winning the rumble thing is a crazy story. I listened to an interview on Review-A-Wai with Court Bauer who said that they went back and forth on Rey winning at Mania, then Vince finally went through with it but told them flat out he was losing the belt in four months or whatever no matter how well his reign went.

Everybody generally agrees Rey was a bad choice. Here's a more baffling 2006 decision. During the live sex celebration, why would they have Lita actually go topless when they knew the covers were going to be shifted around a lot? We actually did end up getting a clear view of one of her bare breasts. I'm not complaining, but wouldn't they be at a risk for some sort of huge penalty for showing nudity? I know they probably get a pass for slips because they're hard to control, but that segment was all about the sex.

And he's not even related he Eddie, he was just a good friend. They should of gave that push to Chavo, at least in the mid-card division.
