Obviously yes. He is the top of the current era, ofcourse he shouldn't be inducted for as long as he is still active but he will be in the future and rightfully so.

Entering the WWE HOF is worthless because of stupid past inductions that has already killed any credibility of entering it.

Is this even a serious question? Even guys like Daniel Bryan and Sheamus are already guaranteed hall of famers imo, whether they'll be first ballot or not still remains to be seen, but it doesn't take a whole lot to get in there.

I don't know dude. I mean Drew Carey is in the WWE hall of fame, but I don't know if Punk is at his level yet. Everyone remembers when Drew Carey entered the royal rumble match (I still have dreams about that glorious day), but what has Punk done that is memorable? Hold the title for 421 days consecutively? No one is going to remember that shit...

Drew Carey, Mike Tyson, Koko B. Ware, Tito Santana, Abdullah, Greg Valentine are there.
For that rule, Punk will be, with Santino, Sheamus, Orton...

Though there are some exceptions(Swagger)in my eyes, if you win WHC or WWE title, specifically the WWE you are in the Hall of Fame, unless you pull a Benoit or otherwise sour your relationship with the company. Its not far fetched in the slightest to think Punk will be in just way too early to be thinking about it.
