Other than the fact that Ryback looks like a caricature of Goldberg, he is not as sharp in the ring. Ryback feels very awkward in the ring, it feels like every move is a spot and there are awkward transitions between moves. The formula for his matches feel repetitive, it will often be - power move, wait for person to get up/pick person up, power move, repeat.
Another thing I find a factor is that his signature moves just aren't impressive enough. The series of head slams to the mat he does when the opponent is lying down on the floor looks ridiculous. His meat hook is okay but still not the most effective move that he could do. The Shellshock is pretty terrible as well, the move itself is pretty mediocre but the stupid high leg march he does is embarrassing, he looks like Hacksaw Jim Duggan whilst doing it (and that is far from a good thing). I don't think he is miles behind Goldberg was in the ring but Goldberg was hardly Bret Hart in the ring and I think all the essential boxes that Goldberg ticked, Ryback doesn't.
As for the whole 'aura' that Goldberg had that some people have suggested, that's not as a big of a factor for me. Everything around that time in wrestling had an aura because everything was changing, it all felt new. Either that or the 'aura' we are thinking of has another name; nostalgia.
But I do think that the original point the OP made about him being a 'ripoff Goldberg' is actually his weakest point. I know that the OP marked it as ridicule and dimissed it with the Flair/Buddy Rogers comparison but I believe the Ryback/Goldberg to actually effect Ryback in a big way here. Wrestling have evolved a lot since Goldberg was around and as far as I can remember Goldberg was the first of his kind to really hit it off and that's what made him so special. Maybe Ryback doesn't work in modern day wrestling? Maybe that type of character isn't believable enough anymore?
I don't have all the answers, but what I do know is that SOMETHING about Ryback isn't really working out because he does feel forced upon us, his matches don't come close to the hype that Goldberg brang and he just overall doesn't feel good enough.
