Different eras. Goldberg in 98 was arguably as over as Austin was. He was mega fucking over. When he beat Hogan in Atlanta i think it was, the pop was insane. For about a year in his peak he was closer to the Trinity (Rock, Hogan, Austin) than any other wrestler. Hell for about 9 months he was arguably on their level. People seem to forget how really really really huge Goldberg was. Goldberg was the most dominant wrestler in the history of the business. He was an unstoppale wrecking machine and his intenstity and physicality during that time were unmatched.
Ryback is over as well. Not as over but he is definitely over. His chants are popular. However, he isnt as intense. He isnt as impressive in the ring, and he cant go for as long. He just doesnt look like the unstoppable monster that Goldberg was. He is a poor man's Goldberg. But i like him all the same. I find him enjoyable and i like his finisher. The crowd is in to him and he has improved in the ring. All in all i wouldnt say that he sucks. He may not be a Daniel Bryan in the ring, or a Cena on the mic, but he is good at selling his chaacter which is enough for me.
