Even once Austin returned Sep 00-WM 17 Rock was still doing all the mainstream appearances over Austin which is a clear indicator he was still the top man. Austin was booked better in 2001 solely bc he used politics while Rock didnt. It is literally impossible for a heel to ever be the top guy. Top heels like Hogan, Austin, Flair, Hunter just used connections to try to garner more attention on themselves and steal the spotlight that should be on the top face.
