I know that the only reason that Undertaker is allowed to do it is because he passes certain strength tests proving he is capable of executing the maneuver without severe risk to the recipient. Though, I would really doubt Kane failed the strength tests as he's pretty much always been significantly stronger than Undertaker.

To be honest, I think the tombstone with Kane has always just been a throwback to the fact that his character is related to the Undertaker. Kane has always been a strong enough character to stand on his own and we don't need constant reminders that he's related to Undertaker, unlike like every single current generation member and associate of the Hart Family. "Yeah watch us do the sharpshooter, we do that because we're related to Bret!"

I always thought it stopped because they wanted to separate his own finisher from Undertaker's. That's just what I thought though.

Alot of it does have to do with the fact that Piledrivers are pretty much banned for safety reasons.

And since Undertaker is a special appearance guy, I am sure they want to make the move even more special by only seeing it when he does it.
