Picture this, Rock beats Punk for the title in RR and Cena wins RR. He goes on to meet the Rock in WM where he turns heel using heel tactics to win for he was unsure if he could beat the Rock either by forming an alliance say with the Heyman kind of heel manager or building NXT invasion as nWo invasion and him doing the Hogan on the fans joining the group. Wishful thinking.

P.S: Destroying the Rock on screen garnering all the hate as well as giving a kayfabe reason for Rock to leave and challenge Cena whenever he can come back.

And the reason is this...

Right now, we're seeing John Cena's presence on the show dialed back a lot, even with no changes in his character. He's out of the title picture, and out of the main event. A face Cena can be toned down and quietly put on the backburner, but if Cena has a big shocking heel turn, then a large chunk of the show is going to be focused on "Why Cena Why?" and focusing on the motivations for his heel turn. If Cena turns heel, then he'll be back to being all over the show.

John Cena is guaranteed money as he's one of the only ratings draws & moves massive merchandise. Plus WWE love to pimp his Make-A-Wish contributions (rightfully so) & he's a great speaker for them when making the media rounds. With WWE hemorrhaging money from damn-near every outlet, the last thing they should do is mess with one of their successful revenue streams.

Even from just a fan perspective, what would change, exactly? The women & children that cheer him now would boo him & the men that boo him now would cheer him? So what? Why mess with the gravy train if that is the outcome? It's not like there's some other big babyface waiting in the weeds to topple the newly heel dastardly John Cena.

The reason why Cena gets the hate he does isn't because of his stale character or whatever. It's because he's been presented as "The Center of the WWE Universe" But ever since the AJ/Cena/Vickie/Ziggler scandal storyline began, Cena has been phased out of the spotlight, and it's made him a little more bearable in my opinion (although I didn't hate him that much to begin with). Cena, as he currently is, is fine. The heel turn is only going to make him the center of the universe all over again.
