They need to start letting people put more of themselves into their characters. You can tell who does and does not have the freedom to do what they want on the mic very easily and those that do in just about every case are better than their counterparts that don't. We won't see another monster Icon face until the characters in the E on the whole are more relatable and believable.
A monster face can't exist without monster heels to battle against. And face or heel what it would take to get either is time, hard work, smart booking, and a little creative freedom.
They also need to stop turning people on a whim. It's a mistake that started in the 90's I believe and just hasn't stopped and it might be the biggest reason building up a good face is so difficult these days.. With guys like Rocky and Trips it might have been a necessary evil, they were loved by the fans, but also the best heels the company really had. But they've done it so many times any time you do get a face built up the first question on everyone's lips is "when is he going to turn heel?" It even goes to the point of people being disappointed in the product when the face doesn't turn.
It's something that will take time to fix. Like was said before Hardy was the last big face that was uber over(discounting Cena who gets as many boos as cheers for almost a decade now), and he worked for the company since (96?) as a jobber before finally becoming a tag team jobber. It took him about 10 years to get to the point of over-ness he was at with the fans.. it's why cena isn't liked, he was shoved right in there and is utterly unrelatable for anyone over 5. You have to get the crowd emotionally invested in your face's ability to overcome adversity, that takes years of blood, sweat and tears.
