Jeff Hardy will be in. WWE tried to sign him after Victory Road 2011 and after he served 10 days in jail.

I'm pretty sure you're talking about the WWE Hall of Fame and in which case, everyone will get in as long as they don't do something extreme like murdering another human being.

As far as other Hall of Fames, that actual have a system and has credentials, I don't think many would get in. Swagger probably wouldn't get in a real Hall of Fame. He WILL get into the WWE Hall of Fame.
