seriously, if ratings are the major factor here... Bret Hart and Shawn Michaels are the worst of all time. I don't hear anyone saying that.... oh thats right. because they are two of the best wrestlers of all time.
Punk has had a real solid reign. The lack of competent competition within the company made his reign seem worse. His matches with Jericho were top notch, but I didn't really buy Jericho as a heel and top contender with taking 12 months-ish off. He faced Del Rio/Miz at TLC, Ziggler at Royal Rumble (I was there and don't remember it at all), EC, Jericho at WM and Extreme Rules, Daniel Bryan at No Way Out (in a pretty damn good match) and then rinse recycle repeat. John Cena, John Cena, John Cena, now hes stuff with Ryback. nothing against Ryback, but he isn't exactly Ric Flair...
Basically the product makes him look worse off.
Now to my opinion. I would have to say that Chris Jericho's reign really wasn't great. I am a huge Y2J mark, and felt like the whole time he was shining the belt up to drop it to Triple H.
Hollywood Hogan in 2002 was another tough one. I just didn't buy it.
Jeff Hardy wasn't great at all...
Rey Mysterio, no.... Cruiserweight that wasn't believable as IC champion because of his constant size disadvantage. WWE title just made it even worse.
