Learning to break kayfabe

Something I have never understood about Tag Matches...
I'm sure there is reasonable answer for this but...
In tag matches how come the illegal man is aloud to break the 3 count? You naturally think that would be a DQ as they are not active in the ring at the time.
Is there a rule of how many times the illegal man is able to break a count?
To me it does not make sense that the illegal man can not make the pin but can break it without getting DQ...
Maybe I'm nit picking but can any one explain why?

I will never grow tired of saying this: WWe needs tornado tag matches BACK! at least they make sense.

They are supposed to get disqualified if they don't get out of the ring before a 5 count, same with the tag team moves. What I don't understand is why don't they just do it every single time. But, whatevs.

If they couldn't interfere it would ruin tag matches. If it led to a DQ the heels would always interfere and lose by DQ rather than pinfall.
My problem with it is a lack of explanation. Just get the announcer to say that they can double team up to a count of five. Lot's of seemingly illogical things could be clarified if the office instructed their announcers to do so. It's a vain hope as announcers these days rarely talk about the match happening in front of them.

All I know is it is REALLY annoying on the WWE video games, having to mess around knocking your opponent's partner off the apron before attempting a pin.

It makes it even worse that your partner will run in looking like he's gonna stop the other guy breaking up your pin, but then he just stands around doing nothing.

It's something that's just become accepted these days. I may be misremembering here, but I recall back in the mid to late 90s, that commentators used to regularly stress that referees wanted to have definitive decisions for big matches, and thus were reluctant to make frivolous DQ calls or count guys out when fighting in the crowd, etc. And I feel something like that would explain why they don't call DQ for when a tag partner breaks up a pin.
That one doesn't bother me too much, but the one I really hate it how they deal with it in Survivor Series type elimination tags. At the start of the match, the guy just let their teammates be eliminated, and only toward the end do they start to care about breaking the pinfalls and actually trying to win the match. Obviously the reason for this is so the match can have a flow to it, but from a consistency point of view, they could easily just make it that an interference = DQ in this setting, so it wouldn't be so weird to see a heel get pinned right next to 4 teammates, who if allowed to, could easily break up the pin.

Yeah I think the game mechanic is set up so that your partner actually does stop the other guy from breaking up your pin.
But it failed horribly
