I think the issue with Punk (and Bryan to an extent), is you really don't ever see them do any sort of power move ever, it's mostly just a lot of kicks mixed in with a few signature moves. They are fun to watch, but they are missing that ultimate warrior or Goldberg stuff where they just pick up a guy and toss him.
That being said, I think being good on the mic is just as important as the look, so IMO I have to go with Punk > Sheamus. With Sheamus, he kinda has a corny "bad boy" gimmick, I saw him a few months ago talking about getting pints with Teddy Long and saying something like "and as always, first one is on me"... come on, that just looks and sounds corny. Or when he Brogue kicked the camera.... they may as well have him come out with a backwards base ball cap.
The issue with Punk is that it's tough for him to get heat because almost everyone above the age of 15 universally likes him, and most of the stuff he says you can agree with, even as a heel lol. He literally has to do the most disrespectful thing ever each time he's in a city to get heat (like diss Bret Hart in Montral, beat up the King in Memphis, etc)... doesnt help that they booked him against Cena, whom the crowd hates. They really didn't have a face strong enough to go up against Punk tho.
