It is simple numbers/math. Say 10% of an audience is "smarks", and a small city has 15,000 WWE fans and a large city has 60,000 WWE fans. In the small city about 1,500 of the WWE fans will be smarks(10%), but the big city 6,000 WWE fans will be smarks(10%). Higher population just leads to higher numbers in each demographic.

Lets say for example a small city can hold 10k fans, and there are 2k smarks in that city, they will buy tickets go to the event, and be outnumbered 20/80

however in a much bigger city, there may be 6k smarks, and the venue may hold 15k, these 6k will probably get tickets as the smarks will be more inclined to buy the tickets as early as possible and it will lead to a 6/9 ratio...
