The roster looks great back then but Austin,Hogan,Rock were part timers back then and Edge,Jeff Hardy,Orton,Cena were mid-carders

Even the best writing is not enough if you have a shitty roster.
Imagine this main event of Raw with Triple H instead of CM Punk, Goldberg instead of Ryback and The Rock instead of John Cena.
McMahon vs. Triple H street fight, Goldberg interferes, Hunter escapes through the crowd and The Rock comes to the ring, Vince says that Triple H can decide if he wants Goldberg or The Rock in a hell in a cell match.

Ive seen plenty of people say the roster is amazing...With these wrestlers you could have a card like this:
The Rock-Goldberg
SCSA-Michaels
Undertaker-Benoit
Triple H-Hulk Hogan
Lesnar-Angle
Flair-RVD
Booker T-Rikishi
Lita-Torrie

Any of these matches would probably be the main event in a PPV right now.

I question using 2003 for this example. Do you remember the shows back then? They weren't that good. The bottom had fallen out on the Attitude Era high, ratings & buyrates were down (this was the time period where Vince McMahon went out on a house show and STOPPED a match between Rhino & Tajiri because it was boring), and the shows were mostly AWFUL. Forget great matches for a moment. That isn't what I am talking about. In 2003, we had a Raw that was dominated by awful Triple H feuds where he was the champion for what seemed like FOREVER and a Smackdown that basically became the McMahon family drama show as whatever creepy bullshit (and I mean REALLY creepy) that was going on between Vince & Steph was more important than anything else. My only fond memories of 2003 WWE storyline wise are the build up to Wrestlemania XIX.

So to make my point about this discussion, I'll be thinking of WWF in 2000 which also had a strong roster.

Well think about it. We think of those past stars as being stars because they were brought up & presented in a much better creative system. I think of 2000 as being better than 2003 because it was more exciting, typically better written, & did a much better job of showcasing the stars they had.

Fast forward to today. We don't think of a majority of the roster as being stars because the WWE has done such a poor job of presenting most of them. Dolph Ziggler is one of the most talented guys in the World of Wrestling right now, but he's stuck with a screeching hyena in his corner and loses at least half the time, so I find it hard ot get invested in his stories.

I agree with your opinion about the 2003 year, they had the talent they just didn't use it as well as they should, expecially at wrestlemania xix having steiner fight trips at RR and NWO, then booker T wins a battle royal to face trips at wrestlemania? doesn't add up but imo star power wise if you could re write both those years i think 2003 had better stars imo,

Granted the current roster isnt anywhere as close to being as good as it was in 2003. Thats because the wrestlers that were at there peak in 2003 refuse to get out of the way and let these young guys make a name for themselves. So youre telling me that Tyson Kidd, Tedd DiBiase, and Drew McIntyre have been used correctly and have reached there full potential? The answer is no, not even a fraction of there talent has been tapped into yet.

Too many chefs in the kitchen in regards to the creative side.
It shows.

Take CM Punk for example.

In the last 4 years he's turned face/heel/face/heel/

They should have sent him to Smackdown(To feud with Sheamas, Bryan & Del Rio) instead of turning him heel to be fed to Cena again.
Orton and Wade would make great antagonists for Cena on Raw as they've proved in the past.
A faction of Wade, Orton, HHH, Heyman and Lesner Vs Vince, Cena, Steph and friends(Rock, HBK, Undertaker).
There's a years worth of storyline to be written there alone.

Over on Smackdown you'll have Punk to carry the load and draw viewers in with "wrestling"
Punk vs Sin Cara, Hunico, Drew, Dibase, Hart etc...
Punk can keep the story running with his pipe bombs and they'd all be great matches.
Turn Bryan face so he and Punk can bounce of one another all year then have them clash in the Rumble or something setting up a match for WM. instead of the crappy AJ GF crap we had to absorb this year.

It is the writers who are to blame. They're afraid of taking chances.
Like Wade being held back. He's got main event talent which he's proven already. Sure he's green in the ring but he's a damn site better then a Ryback who can't even speak.

Wade is this generations HHH. The rubbish theme and gimmick is mid-card. Blame the writers for that.
